Vintage Silver Plated Crossed Fountain Pens And Paper Emblem figure

For your consideration, is what appears to be a silver plated, metal emblem, of two crossed feather quill pens and a sheet of paper.
silver plating has mostly worn off, but still a neat, and unusual item.  Could possibly be used in conjunction with a display set for a fountain pen collector.
